The game is not yet complete, so the number of generals varies depending on the version.
For example, in version 0.75 Beta, 6/7 generals are available. In the stable version 0.74, 5/7 generals are available.
In general, as "stated" in Agranor's Library (which many players dread, haha), if a player can't figure out what to do next, their best friends are the bartender, the fortune teller, map hints, and Agranor's Library. And also achievement hints. This is usually enough to get 100% of the quest list.
