Okay how do you actually fill biocells? I've tried connecting them directly to the generator and the decomposer and nothing is happening.
Hover it over the 3x2 storage thing and click
As answered by 7Bread7, you hold the Biocell in your mouse-pointer, and hover it over a Biotank/storage; and then left-click on it to fill it up!

Maybe add option to right click menu? Something like: Fill container / Fill from?
