Needing to download the RTP was standard for these games. The entire point was that they were common assets that multiple games could make use of. No sense in duplicating the same RTP assets in each download.
Not only that but technically I don't think he has the rights to upload the RTP here. Thankfully you can still download the RTP from the official website.
