I really liked the idea of making deals. The only problem I found is that the fine becomes irrelevant if you are given a large enough deal. Given that you made this with only less than, I think you did an awesome job!

Yeah, there was a bunch of mechanics I didn't get to implement, including the NPC encounters not being entirely randomized from the selection pool like they are. (Also the debt is supposed to gain interest the longer it isn't paid off) The bigger deals are meant to be for later game encounters, when you'd have a lot more things to spend money on! I appreciate the feedback though, thanks a ton!
