I just played a little of.yhe game and I must it's fucking amazing. Tho I'm having trouble finding futa enemies.
you gotta get past the werewolf and go to the beta desert zone
After you beat the werewolf, you go through the little village and then you find the desert level, there, one of the imp has it.

the elite ram and elite fox are also futa, though neither can actually give you the transformation, and the elite ram doesn't actually use it except in one very specific gameover from what I've heard
yes in the ending if you get defeated with the ropes on she'll use it
