This was not meant to be "intimidating". It was simply restating the rules of the jam, while offering you a warning and a second chance to take part in a future jam, so long as you follow the rules. 

You said "I clearly underestimated the importance of the interactive aspect of this specific jam", but our jam is very clear about the importance of this aspect. We do what what we can to make sure anyone considering our jam knows what is expected before submitting. The top of the jam very clearly states in bold that commenting is a requirement of submitting to this jam. It is at the top, and bolded, so it will be among the first things seen, so anyone not willing to commit to the requirement, doesn't have to look any further. We are looking to build a community of like-minded people who want to help each other out. There are plenty of other jams out there covering various other aspects, but we wanted one for mutual feedback, and that is the cornerstone of this jam. We fully accept that this is not for everyone. Some people don't have the time or interest. Whatever the reason, everyone is free to do what works for them. We just ask that those joining our jam, follow the rules of the jam.

From the top of the jam page:

"Anyone submitting to this jam is expected to take part in playing the other submissions and leaving a comment with feedback. You don't have to play every submission, or give a detailed full page report, just be part of the community and help others as they are helping you. Those who do not give any feedback will not be welcome in future jams."

The form to submit your game also has that friendly reminder you asked for on it:

"Reminder: This jam is about helping each other out. By submitting to the jam you are agreeing to play and comment on other submissions. You do not have to play them all, nor do we have a minimum. We just ask that you help others, preferably reciprocating to those who comment on yours. Your comments can be just a few sentences. Mention what you like, or don't like. What you think worked well, or think could be improved. Mention any bugs you found. Just try to give some feedback that will help make the game better."
