I don't really have an interest for motion blur, but I would love a UI interface with a blurred background. I think blurs can produce the cleanest nicest lookign user interfaces

1) Would be a lot easier to implent this if I bought this plugin
2) Or, would you add a blur feature to your UI Pictures plugin?

Hello, this plugin only blur movement of characters. It doesn't affect UI. Pictures UI also can't blur a background, it's just to build game UI. You can show a background that is already blurred tho.
