You can set things up in advance. That is not part of the game jam. Buying a PC, setting up Discord, creating the project (e.g., an empty or templated project), setting up Git, etc. - for me, these are prerequisites rather than work on the game itself. So, I believe as long as you don't start discussing game ideas or trying to implement logic and scenes, you are not cheating, and your participation will be completely fair.
