As far as I know, this update allows you to skip it
I'm done with the basic front tasks. I need to give Bell the gift of Life Water, but no options are popping up.
Have you taken Belle to see Rinny, Pixie, then the Bathhouse Temple? Also, have you been back to Pixie's lair?
Then how do I trigger this task
