The menus feels like a landing page for a product - really polished! Well done. The game itself is actually two games - one top down 2D and one 3D. Just from this description it should be obvious that this game has been in the works for a long time, very likely before the jam started. I'm not sure it is fair competition. I won't be rating it.
Unfortunately, I experienced some performance issues with the 2D version - there was a section that ran smoothly but most of the time there was slowness/lagging in the rendering. I'm using Firefox on a powerful desktop machine.
The 3D version ran very smoothly. It felt like the AI of the other cars was a bit too perfect. The speedometer UI on the left has a font size issue - the numbers are too large and it looks cluttered.
It is obvious you have put a lot of time and effort into it. Good luck with your game!
