As was said, the game needs to be mostly made during the jam's submission period.
There are some things you are allowed to do before the jam starts, such as you being allowed to create assets that will be used in the game, like character models, music etc. or reuse some basic code like a character controller. But the bulk of the game development has to be done during the jam's submission period.
