You can softlock yourself by uprooting all your plants, or by having no plants that produce pollen.
You can also softlock by restarting your game, since unlocked seeds do not re-appear in the cat's store, but DON'T show up in the vending machine. So you get stuck and can't plant any seeds that were previously unlocked.
