Curious - can you get 100%? Apparently there's one mysterious figure left without a photograph or names, but referenced at a couple of the locations. I think I know the "who" of it, but can't identify anyone or choose the names.

you have to use an item to get their photo. There’s clues around of where he will be and what item to use.

You’re also only about 50% of the way through ;)

I don't think that's the same thing. I only have 2-3 blue boxes and one empty box for the Plantation now.

I'm almost positive there's a Lieutenant who is missing - referenced in the scenes, but no names or photos. I've identified the officers for whom I had pics. Finished the other journeys as far as I know, though I wouldn't have realized that a new playthrough was needed for those.
