Ayo! 1. Yes, you take those 3 cards to form your starting hand.

2: So as you stack the Water cards on the table, there should be only one red float visible at all times. New water cards must be put so that they cover the float on the latest water card.
The moving means that the new float on the new card (that covers the previous) can move into any direction in relation to the previous float. Meaning for example that you can place the new float even farther from the fish for example.

3: You have to put the fish card on top of either of the 2 water tiles on the fisher card. If i get you right, you got it right

okay, so only one red float should exist in play area.

so for example, if i chose water deck instead of my hand and I drew one with float symbol and im not close to capturing my fish yet, then i play that card as usual covering my recent played card but then i have to cover the float this next turn with water cards in my hand or in water deck. this one i think i get it now

the second paraphrase of the float movement is still not making sense in my small brain sorry 

but at least i get the idea of the "only one float symbol on play area" and understand the setup correctly. now i am motivated to print them later tonight and play them!!
