I've been trying for a very long time to get the heroines to follow me to the guy that makes clothes. Even after fully corrupting, most I can get them to do is follow me outside of the city and as soon as I'm in the city they stop following me. Idk what to do.

As far as I remember, you only need to talk to the girl and use your power (clothing inhibition) to change their outfits. That will start a scene where you go to him with the girl changing to what outfit you choose for them. And for the fallen outfit, you need to see al their scenes first in order to get that one.
