Every time the police go to check the towers due to the high panic level, for each tower you hack, the police find a certain amount of evidence. When enough has accumulated, a police car is dispatched to your location. Moving Sam to a different address reduces the amount of evidence collected by the police, but not by 100%. Some upgrades reduce the amount of evidence collected by the police. We'll expand these mechanics in future updates :)
