There seems to be an issue for mobile players, I'm investigating and will push a fix once I find out why its not working correctly. Until then... add the super draco thrusters to the capsuel and do power landings :)
Grab 1.6.4 - I tried another fix - parachute deployment is the section just under the docking port, but worst case, Capsules stagged deploy parachutes.
