Not exclusive to apartment level. Sometimes happen in other levels too. Can't fix that since fixing it would make ghost stand at the entrance of any site for the duration of the hunt. And on some occasions, enter the truck.
Ah no worries then, (now that you mention it I did have a ghost come into the truck during a hunt at one point scared the shit out of me lolol)
