First of all as a software dev myself i have to say that version numbers don't mean sh1t. Every dev numbers their versions differently. There's no set standard that everyone has to follow. A 2.11 doesn't necessarily mean there's a lot of content or it's a full game already. It could just mean it is the 2nd major version with the 11th tiny update to it. Version numbers can even reset if the way the dev numbers it changes their method. Let's take 7 Days To Die as an example: it was in development for 11 years on early access before its full release which set the version number down to Release 1.0 from the Alpha 21.2 versionbefore that.
As for the screenshots: the issue is that it already had all this in the game in the previous version. i checked out the previous version. It got all removed because of the new much bigger city (far too big tbh) map. From what i understood from the other comments: the previous city was a pre-made asset. Not from the dev. And the dev wanted to make his own city instead. But he went in way above his head with this one and put too much effort into it, neglecting the content part that was massively shrunk by replacing the old city. Should have kept the old city in while working on the new one on the side.
Regarding the school: the previous city had a school but it was empty and without content. so the school quest would have been the end of the content for now anyway even if the old city stayed. But you got a lot of things to do in the previous city at least. Even if it became repetitive real fast (drink beer and fap in risky places completely ignoring the embarassment meter)
