Very interesting concept. I like how it pushes the theme of Wyrms as people undergoing a transformation, the scalestone's power physically and emotionally changing a person.
It first reminded me of Runequest, where on the character sheet you record not just your character's skills but also things like loyalty to their village and devotion to their family. I always appreciated how it seemed to tie your character into a lived-in world.
Relationship Tags are a very elegant. I like that there are no mechanics tied to them, as it allows a player to lean into them as hard as they want. Some Tags like "Depends on You" or "Expects a Story" I feel like could be the basis for a whole character concept, or maybe just a little thing that comes up in quiet roleplay moments. I'm impressed by how (for lack of a better word) efficient they are. A single line on the character sheet like "NPC Name - Asked You Not to Go" carries a lot of emotional depth for how brief it is, and provides a nice hook for either the player or the GM. "Light in hand and heavy in meaning," is a great way to put it, and feels widely applicable to game design as whole.
I think this would be a great way to run factions in rpgs. Most systems or supplements that add faction play attempt to assign a score to each major faction in the world, and it always becomes unwieldy. But a place on a character sheet to add short evocative tags might be a fun simple way to track those relationships over the course of a campaign.
