To access the cheats, you just tick the checkmark from the main menu and then hit start game, the cheats will add a little green sphere on top of the cap of the agent that indicates that it is active, meaning that it will apply a transformation, while agents that don't have this green sphere in cheat-mode will do nothing. So the main use of the cheat is to bypass the randomness of the game.
