Thanks for the balancing info Its a dilemma. D&D calculates conceptually a ton of "misses". As these can be frustrating many computer implementations, including mine, convert a miss to minimal "chip away damage", which is probably what you see.
Have to keep an eye on that. the shield gens definitely work as designed.
The plates of lilith do not show in the percentage, that's only for the main subset.
galaxina blueprint is a 1 time thing.
royal vortex can be found in space (xenos, but rare). in 241 it can also be bought and looted in RPG combat
the omega cube can reset a characters stats (full respec chance)
