Its like how you evolve steenee into tsareena. At level 25 buneary learns a move, Thighjob, and it evolves when you level up with it. If you didn't take the move you have to remember it and then level up.
Thank you kind soul. I have been grinding buneary since level 3 as the party main and I was positive I had taken at least 40,000 steps at this point. I thought I would never get it to evolve. But with this info, I only have 2 levels to go!
