the best thing you can do is get a lot of the level up/temporary skills from clearing tiles, the harpy and priestess classes are pretty good too but it is possible to beat the werewolf without any transformations if you have enough non-basic attacks
The ghost bell abillity that you get from having some or all into kitsune transformations works relatively well, if you can get a few of those before the fight you can stun her repeatedly while using other attacks and techniques on her
