There were a few quests before that, like the river quest fighting the guardian, or completing the party/nights out quest would also make him more inclined to kind of forgive you.
You will want to complete Cane's first quest, Haskell's first quest with Ole, defeat the Guardian in the cave, and Rahim's yarn task at least once, then there will be a chance that the quest will start in the shop.
