If you choose not to stream, there are no major penalties.
However, if you never engage with the streaming system at all during your playthrough, you will effectively miss out on that feature entirely and won’t be able to progress through any content or mechanics tied to streaming.
You can still earn money through other methods, such as working or alternative activities, so streaming is optional depending on how you want to play.
