The devil betting while broke isn't a glitch as much as it is an oversight. Even if you, the player run out of chips mid-set, you can continue to bet, because the bet is always matched by both players. We set that up as a comeback system, so money continues to flow into the pot, and can swing the game if you win the set.
It's just the player is limited to betting 1 when they have no chips, whereas the devil can always choose 1, 2, or 3. So the chips you saw being thrown into the pot by the devil were actually your own
