Interesting design.
I completed it twice, and both times the difficulty felt insufficient. Some radiation-related items also seemed useless. I think this game has potential for several levels.
Starting with simplified mechanics, with some items removed, and gradually add them. Shift the balance from one resource scarcity to another resource scarcity, plus a level generator that provides recognizable structures, possibly predefined ones.
And, of course, increase the difficulty.

I don't remember, maybe all of them except the item which constantly removes 1 radiation per turn. All the items that remove more than 1 radiation or give advantages from radiation are useless.
It could be solved with designed levels (not random) in this case the game turns into a puzzle, but there is advantage - you can create up to 20 levels or maybe even more. Or if you want to keep this spirit of random adventure they should be at least less random and with different probability ranges for different levels.
