Mew is in Cerulean Cave and Zapdos is on Route 5, 25 and then final spot is Route 32. Ho-Oh is at Tin Tower. Talk to the lady standing in front of the building in Ecruteak and she'll send you to the Kimono Girls. Beat them and you'll get access to Tin Tower. Lugia is at Whirl Island.
