We generally don't restrict non-commercial derivative works based on our game, so you are totally free to work on this translation. However, unfortunately, due to various circumstances, we cannot provide official support for unofficial translations at the moment. We're not sure if this will be an issue for your project. For example, it would be difficult for us to officially send you our internal script files.
That being said, you can distribute your translations or language patch unofficially if you want to. Under the Thorns is special to all of us, so we're happy to hear you are interested in it. Thanks!
