The Pixel Citizen: Character Pack 1 asset pack that you purchased is a pack of 450 pre-made character sprite sheets, not a TDSM add-on.
THIS (the page you commented on, Pixel Citizen – Sprite Style for Top Down Sprite Maker) is the TDSM sprite style add-on. It will upload to the program as expected without an error message.
