It could be a corrupted download. Could you try deleting the .exe and redownloading the game? There's a number of things it might be but lets rule that out first. The game also needs to have write-permissions in the directory it's running in as it needs to create a config file for game settings and save files. If it doesn't have those permissions, it might lock on launch as it tries to write a config file. This behavior might also be getting blocked by an antivirus as the .exe is unsigned.
