Okay, so, after a bit of testing, it likely wouldn't be difficult to port the game to Android as it can be played using Löve Loader's Android version. In fact, I think you can play it if you have a controller. There just aren't touch controls yet.
To load it, go to the LÖVE engine's webpage and look for the android version download. Then download the Love file of Pac-Man Ultimate Mix and open up the loader. When the loader tells you to choose a file to open, select the zip file of the game.
