Today we found a problem with autosaves that occurred during transitions to another location. If the transition button was "one-time use," you could end up with a save where it's already been pressed and the scene can no longer be triggered. We'll fix this in the next update, but unfortunately there's nothing we can do about it right now.
Try loading a save from before you first entered this location for this quest. It looks like you loaded a save or exited the game after the scene had already played.
