Hm this is strange, I noticed this happening to a friend as well but on a much smaller scale (it happened for a few seconds after ~15 mins of gameplay). The thing is, they had an RTX 3050 so I don't think it's an exclusively AMD/NVIDIA thing. Will look into this, thanks for posting it.
