It means that you have to get at least 20 ratings to qualify to win regardless of your score. It so someone can't  get one 5 star rating from a friend and then win the jam. It's also supposed to get a variety of people to rate your game so it isn't as bias towards the rater's personal preferences.

Oh sweet.  I figured the system was set up in a way that you scored depended more so on how many people rated along with how good your ratings were. Thanks for the info!

Yep, some jams have "weighted score" vs "raw score" where they take into account how many ratings you got. But not Brackeys. If you have 20 ratings, you can win just as much as if you had 100 ratings
