The short answer is no. Parts might work together, but the land value handling are in conflict. At first glance, the availability and negotiation process might still work if both mods are active.
I can speak to experience, if you want to pay 1.5mil for a field that should be going for 555k and the price is only supposed to be 33% more than listing price, yeah...you can use them together. I learned the hard way, you shouldn't.
