where is halogen and april? cant find either.

In the pillar area north of the skullcave. Hal's trigger is west past the tree line, you need Minxy in your party. April is more north, her spawn location is the area with the semi hidden tent, campfire and boxes, Minxy cannot be in the party if you want her to show herself.
In case you do not trigger Hal or see April I suggest deleting your save and rebooting the game. If that still doesn't work you should join my discord server so I can try figure out what's causing the issue alongside you.
