Keep in mind it happens with other flowers too, not only lilies. For instance the ice flower, I had it surrounded by other flowers (all 8 connecting slots, including diagonally) and it only gave me +4. I'd assume it should give me +5 (+1 for the base and +1 for each four surrounding flowers, assuming "adjacent" only meant touching sides, not diagonals). So I'd review all bonuses, or at least make them more clear since they're either not working as intended or their description is not accurate.
Also, I'd review the logic of those bonus... for instance, why would I leave a lily alone with no neighbours instead of filling it with lily neighbors? I'd be losing having 4 more lilies (+4) just for a small bonus (+1) for having those spaces unused, and even more when the production of those flowers is boosted. The best strategy will always be to ignore that bonus. Unless I'm missing something and I'm not fully understanding how the bonus is supposed to work. I'd argue the bonus should suggest you combine flowers in a certain way or pattern, for instance if Lilies are surrounded by sunpetals on the side... or ice flowers with lilies on top... or combinations like that.
