I'm having the exact same issue on macOS 12.7.6. The workaround I've been using is copy-pasting the text from elsewhere, but it would be nice to be able to type in the actual application.

For Emoji window problem: Open ‘System Settings’ > Keyboard > Keyboard Shortcuts > App Shortcuts
Press ‘+’ at the bottom. Click on the right of ‘Menu Title’ and type in “Emoji & Symbols” exactly.
Click ‘Keyboard Shortcut’ box and type in a shortcut combination you will never use, eg, CTRL+CMND+SHIFT+*, as long as you won’t accidentally click it.
To do the same for dictation, press ‘+’ sign again at the bottom.
Type in ‘Start Dictation…’ (the three dots are mandatory!).
Click ‘Keyboard Shortcut’ box and type another impossible shortcut, eg, CTRL + COMMAND + SHIFT + /.
Press Done.
Go forth and make zines!
