I bought the "Collections Launch Sale" pack containing the Explosions & Magic, Warped, GothicVania and the Tiny RPG bundles. Is that eligible for transfer to the new collection?

No. however if you bought the bundle they are practically the same since the 16-bit collection is a fusion of all these collections and the are updated regularly.
