Hello there! I have a quick question about how to trigger the "Crisis" state.

We cannot understand how to run out of cards without revealing both Jokers and thus going either to Downfall or Uprising (and hence ending the game). The rules say: "If at any point, the City runs out of cards in the deck (either because they've drawn every card or cards were discarded as a result of Collateral Damage), advance immediately to A Crisis).

Now, since the Joker is counted as "revealed" even when it is "discarded as a result of Collateral Damage", and since the second Joker is shuffled into the deck at the end of Downfall (unless the groups decide to go directly to Uprising and end the game), how can the City go through a whole deck without triggering Downfall and Uprising?

That's a great question, and one I realized after writing out the game. Technically, the Crisis state cannot be triggered except during Collateral Damage, as you're discarding cards, but before you shuffle the second Joker into the deck. The idea is, if you have to discard more cards than are in the deck, then the Crisis happens.
