Just checked on my end. It looks like they removed the price requirement here so it's possible to download 0.3.2 now without any extra payment. There is a new version on their Patreon too (0.3.3). Coming from someone that also paid but didn't do it again when the problem was going on, half because that'd be silly for what is still an early access game, and the other half because this should have been communicated better.
I get they have stuff going on in their life too, but only mentioning that on their Patreon and only briefly addressing this issue in a comment reply that will get buried with time is not it. Only reason I still keep an eye on the game is because it's one of the very few RPG Maker games that has some solid effort put into it, and I can tell oppi cares about this project.
