Playability:
Not sure if any features beyond building houses were implemented. Needs some more time to smooth stuff out and explain mechanics. Not a bad start.
Theme:
Not sure how this fits the theme currently as much of it seemed non-functional.
Cleverness:
Might turn out to be a cool city manager. Your Design Doc shows quite a lot of ambition.
Artistic Style:
Simple and consistent art style. Nothing wrong here.
