Kala hides in the Estates in the Wastes. Chances are you're missing the side doors on the towers in one of them.
There may be a bug in both estates that are not destroy as it allows you to crawl up wall and run perimeter of room on top of the wall. Also no way around all the obstacles in the one estate. Is there suppose to be a place to find a shovel?
