Oh, interesting - so, would that 2nd Point under "Permitted" mean, that, for example, a "Satyr" with a human (or even other shaped) cock would be alright, but a Centaur could already be problematic - or is that also depending on how "sentient" they behave at least? - For example: Centaurs are supposedly pretty smart and not very "feral", but cultivated, in their "Design" (originally) - but Werewolves, on the other hand are pretty feral usually and might be acting more "instinctual" when "in heat" (which horses originally can also be, but I'm currently not sure if Centaur Lore also includes something like it).
And would that also mean, the Vulcan "Pon Farr" would also be ousted because they seem to go pretty "feral" from what I've seen explained in the Series ;-)
I think this whole discussion is ridiculous because in a Fantasy environment, it's already contained as such - and who ignores laws is just an idiot deserving it - since we don't have Fantasy Species (yet - CRISPR might eventually be able to change that) and any kind of Bestiality is of course non-consensual because so far we cannot assume sentience in any other species at the least!
But the topic about *imaginary* characters with sentience, seems really insane and ridiculous, I whole-heartedly agree with that.
