The worldbuilding is briefly the world in the far future is this high-tech paradise, but to maintain the mass of technology, there are countless energy or power generators, which releases strange waste gases into the air that with long-time exposure make your insides glow vibrant colors (also messing up your regulation system, like making you feel cold or just numb all the time, and not see properly from constant uncontrollable hallucinations of lights). (Most) humans can afford to get high-tech masks to breathe through the air normally, but animals suffer, and yet there is no treatment if one got infected with this glowing nightmare. Kinder organizations just go and catch stray animals with this disease and replace affected organs with high-tech counterparts (which ironically also give off neon lights)—our dragon here is an example (the tech enhancements are the cyan lights, and the true disease color is between magenta and yellow).
