Will the pills for Anna remain only temporary, or will there be some permanent changes. I ask, because the update notes specifically describe them as "risky", but right now, there's no risk involved in using them.

Dr.Muramasa has pretty much answered this already, they will not be permanent but there is a small chance they will useable in indifferent ways with Anna and the potential for other characters in a future release if time permits.
I think risky was a grammatical error in the release notes and the intent was risqué
