The questline seemed to reset when I restarted the game but the problem occurred again. It seems to happen when she spawns in. The first time I couldn't remember which exact apartment, but it was 3rd floor in one of the rooms, she got stuck just to the right of one of the TV's. When I went to recreate it. she got stuck on 1st floor. between 104 and 105 just to the right of the window. I'm still playing on 0.31
So actually I seemed to have encountered a different bug with this questline and didn't realize until now. When I lured Rosethundra into the room, I didn't get to use the special rope on her, it just went straight to the scene with Mason and Regina, trapping her. It said I unlocked the scene multiple times when interacting with them, even though it's not showing up in the gallery and Regina said I could keep the lamp, which doesn't show up at the house.
