Which exact version of the game are you on? 1.2.5? Do you have the game on Steam or from Itch? Traveling to the rebel camp and talking to Ryobe as you've done is definitely what should work. Perhaps you're not on the latest version of the game actually?
Yeah you'll definitely need 1.2.5 for it to work. Sorry I don't have the 1.2.4 version anymore, my computer got wiped and I only have the backup for the latest!
